Training Facilities :-
State Engineers Academy, Kalagarh

The Academy was established at Kalagarh in Distt. Pauri Garhwal (Uttarakhand), with a view to impart training to Engineer Officers of Irrigation Department and Public Works Department. It was envisaged to provide training to the newly appointed Assistant Engineers and also the in-service middle/higher level officers of both the Departments.

Kalagarh is 46 km by road from Dhampur Railway station. Direct bus service is available from Kalagarh to Meerut, Delhi, Kashipur and Haldwani.

 

 

ADMINISTRATIVE SET UP:-

The Academy is headed by its Chief Engineer and Director. All officers and officials of the Academy are under the administrative control of the Director.

There is a provision of an Administrative Advisory committee for the consideration and decision on administrative matters of the Academy. The committee consists of:

(1) Secretary, Irrigation Chairman
(2) Secretary, P.W.D Member
(3) Secretary, Finance or his nominee Member
(4) Secretary, Planning or his nominee Member
(5) Special Secretary, Irrigation Member
(6) Engineer-in-Chief, Irrigation Deptt Member
(7) Engineer-in-Chief, P.W.D Member
(8) Director, State Engineers Academy, Kalagarh Member Secretary

The Director is assisted by an Additional Director and a Deputy Director in administrative matters. All posts in the Academy have been declared as Ex-Cadre vide G.O.No. 1555-2/81-23-Irrigation-2-109/80, dated 4-7-81.

Faculty:

The faculty consists of officers drawn from Irrigation Department, Public Works Department and Directorate of Treasury. These officers are posted by the respective administrative Departments of Government against the Ex-cadre post of the Academy. The faculty members are as follows:

4. Superintending Engineer (Mechanical)
5. Assistant Professor/ Deputy Director/Executive Engineer
6. Senior Accounts Officer
7. Assistant Account Officer

Infrastructure:-

The facilities available for trainees are as Follows:
(a) Two lecture halls with audio – visual Equipments.
(b) Library and Computer Centre.
(c) Recreation Centre, Yoga Centre
(d) Three field hostels having 54 furnished room with double bed.
(e) Mess.
(f) One deluxe bus for field trips and three staff car for faculty and guest lecturers.

The syllabus for Induction and foundation courses covers the various topics in Humanities, Accounts and General Engineering.

Humanities
Indian history and culture, constitution of India, Economic concept and planning of the State, five years Plans, Administration, Personal Administration, Personal Management, Management Techniques, Efficiency/Economy concept in field working, office procedure and management, Inspection of offices, Languages, Health & Hygiene, Census, Election, Computer Law Acts and rules.

Accounts
Accounting Procedure, Financial discipline and control, Budget, Instruments of Financial Control, Power, Duties and Responsibilities, Execution of works, Stock, Tools & Plants, Suspense Account, Recording of Transactions, Contracts, Ledgers and Account Maintenance, Lump sum Contract, Non Govt. works, Compilation of Accounts, Fundamental Rules, T.A.Rules, Retirement Benefit Rules, G.P.F. Rules, G.I.S., Daily wages, Work-charged and contingent Expenses and Stationary Forms and Stamps.

General Engineering

Irrigation (Civil): – Design of Dams, Weirs, Barrages, Canal works & Cross Drainage Works, Revenue matters, maintenance of works, Land Acquisition, Estimation Hydrology, Formulation & Appraisal of Projects, Construction Techniques, Contracts, Engineering Creology Powers and duties of officers and subordinates.

Irrigation (Mechanical): – Design of Pumps, Hydraulic gates and other mechanical structures, Estimates, Construction and Planning maintenance, Heavy and Earth Moving Equipments, Light & Heavy Vehicles, Store and Inventory Control.

P.W.D.: – Planning, Design, Construction and Maintenance of Residential Buildings, Godowns, School Buildings, Cold Storage, Multi Storied Buildings, Hill Roads, State and National Highways and Bridges, Layout of Colonies, Schedule of rates, Fixation of rents of buildings, Hourly use rates of equipments and other special topics.

The Refresher Courses are conducted on various topics of accounts, establishment and special technical matters.
