Our past experience goes to establish that it is difficult to get clearance of storage projects by Environment Directorate due to submergence of reserved forests, sanctuaries, habitation and protection of rare species. Hence we should convert these with Run off the River Schemes. One big scheme and one small scheme shoule be taken up together in the first phase Departmentally so that the expertise of the Department may be utilised and the younger generation may be trained.
